Research Project: Scientific Cooperation Between Washington State University and the USDA-ARS in the USDA-ARS Plant Bioscience Research Building at Pullman

Location: Wheat Health, Genetics, and Quality Research

Project Number: 2090-22000-019-029-N
Project Type: Non-Funded Cooperative Agreement

Start Date: Apr 6, 2026
End Date: Apr 5, 2031

Objective:
The purpose of this NFCA is to carry out cooperative research and to establish understandings on the research relationship between the USDA-ARS at Pullman, Washington (hereinafter referred to as ARS), a part of the ARS Pacific West Area, and Washington State University, College of Agricultural, Human and Natural Resource Sciences (hereinafter referred to as WSU), itself a public agency and instrumentality of the State of Washington, in the ARS Plant Bioscience Research Building (hereinafter referred to as ARS-PBS) located on the campus of WSU in Pullman, Washington. Both Parties share an interest in research and extension/technology transfer in agriculture and related fields. In this NFCA, WSU and ARS will be referred to jointly as Parties and individually as Party.

Approach:
WSU and ARS have cooperated in the use of facilities, equipment and human resources to facilitate joint and cooperative agricultural research, extension, and technology transfer activities at WSU and USDA campuses, research stations, and field research locations in the state of Washington for over 90 years. The ongoing interactive and synergistic research efforts between WSU and ARS have consistently enhanced agricultural research, extension, and technology transfer. Maintaining this collaborative relationship benefits farmers and the general public by improving the effectiveness of both WSU and ARS in performing their missions. Through collaboration, WSU and ARS support each other’s research efforts and enhance the transfer of knowledge and technology developed from such research. This NFCA serves as the broad umbrella for the continuation of collaborative research, extension, and educational opportunities between the Parties. Each Party will participate in the planning, conducting and interpreting of shared research, and provide facilities, equipment, human resources and/or funds for defined cooperative research projects as is practicable and agreed upon as long as all terms are in compliance with the policies and regulations of each Party. It is also recognized that successful cooperation can only be achieved through mutual understanding and efficient administration of cooperative programs. Nothing in this NFCA will be construed as interfering in any way with the basic responsibilities of either Party for independent actions, and missions. The parties anticipate that they will each occupy approximately fifty percent (50%) of the facility.
