Technical Abstract: In a globalized world, the application of phytosanitary measures for quarantine by the producing countries is becoming more important as it facilitates access to key export markets for fruits and vegetables. Some of the problems currently encountered with quarantine treatments include, among others, the recall of fumigants and pesticides without any substitutes used with the same efficacy. The implementation of programs to achieve quarantine security under the systems approach (the integration of practices of pre-and post-production, harvest, packing and distribution of products, the accumulation meet quarantine security requirements) is presented as the most viable alternative to export products without risk of potential pests to the importing country. This chapter presents the main guidelines and risk management measures to implement the systems approach quarantine security for fresh commodity products in international markets.
