Interpretive Summary:

Technical Abstract: We suggest a general method for performing essential research with exotic plant pathogens with a high degree of biological security and relatively low cost. The method uses geography and environmental conditions as the key parameters to locate such research programs such that the unintended release of the pathogen would be of negligible significance. Our proposal is validated by 25 years of experience with exotic pathogens of citrus at Beltsville, Maryland.
