Objective:
The purpose of this Memorandum of Agreement (MOA), hereafter agreement, is to establish the terms and conditions under which the Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), through the Federal Protective Service (FPS), will provide the specified United States Department of Agriculture (USDA), Agricultural Research Service (ARS), United States Meat Animal Research Center (US-MARC), hereafter ARS, compound with law enforcement and security services to enhance its physical and operations security posture.

Approach:
Upon execution of this MOA and payment via already in place processes of the security work authorization (SWA) FPS Inspectors and Regional staff will initiate actions to begin FSA and collaborate with compound Designated Official to establish good communications regarding on-going FPS services. Designated financial points of contact for the parties will discuss the payment mechanism and agree upon the mechanism for transferring funds.
