Objective:
To carry out cooperative research and to set forth understandings between the Agricultural Research Service (ARS) and the University of Nebraska-Lincoln, Agricultural Research Division (UNL) and co-location of UNL and/or ARS personnel at research sites and facilities in Nebraska conducting research projects under the ARS-Lincoln research programs. 1. It is understood and agreed that while all parties are interested in basic and applied research: a. The ARS is concerned with results having regional or national application. b. The University of Nebraska and its Agricultural Research Division, Agricultural Experiment Station and Extension Service programs conduct research and outreach that addresses economic viability and environmental sustainability impacting agriculture, natural resources, and consumers in Nebraska and the world while providing information that encourages the application of research-based knowledge for end users in Nebraska and the region/nation. c. The University of Nebraska-Lincoln and its Agricultural Research Division, College of Agriculture and Natural Resources (CASNR), Extension Division, and departments within these Divisions as well as other UNL Colleges and departments, are engaged in research on a wide array of areas, such as: animal health and production, human health, food technology, nutrition, human sciences, rangeland and watershed management, animal/plant breeding and genetics, soil sciences, animal and crop utilization, plant sciences, molecular biology, crop health and production, water quality, crop improvement, pest management, irrigation and water management, bioenergy, and environmental management covering both basic and applied problems. 2. Investigations, as described in the attachments, as well as other joint projects to be determined, will be cooperative between ARS and UNL, its Agricultural Research Division, College of Agriculture and Natural Resources (CASNR), College of Education and Human Sciences (CEHS), Extension Division, and departments and units within these Divisions as appropriate to the joint projects.

Approach:
Both ARS and UNL share an interest in conducting innovative research and developing new technologies to improve crop production systems, enhance soil and water conservation and quality, develop improved cultivars and germplasm of grain, forage, pasture, and biomass energy crops, and reduce losses to plant diseases and livestock insects through science based research and technology transfer while preserving the environment and promoting sustainability. To develop knowledge and new technologies to improve crop production systems, enhance soil and water conservation and quality, develop improved cultivars and germplasm of grain, forage, pasture, and biomass energy crops, reduce losses to plant diseases and livestock insects, and the safe storage, and utilization of animal waste through science based research and technology transfer while preserving the environment and promoting sustainability. This includes: (1) genetic improvement of winter wheat for end-use quality and disease; (2) wheat viruses and their interactions with host plants; (3) genetic improvement of sorghum for non-grain energy uses; (4) improving bioenergy and forage plants and production systems for the central U.S.; (5) soil and water management strategies for meeting agronomic, environmental, and societal crop production demands; (6) environmentally sound manure management for reduction of gas emissions, nutrients, and pathogens; and (7) development of tools for integrated pest management of stable flies.
