Objective:
To establish an agreement between the U.S. Department of Agriculture (the “Agency”) and the General Services Administration (“GSA”), Public Buildings Service (“PBS”), Energy Division, for GSA to purchase electric power supply for the Agency by issuing a contract (the “GSA Contract”) to a third-party supplier (the “Contractor”) at the following location(s): USDA-ARS, R.W. Holley Center for Agriculture & Health, Ithaca, New York.

Approach:
GSA conducts reverse auctions to purchase 3rd party electricity and natural gas for USDA ARS for less than the local utilities. GSA scheduled the reverse auction for Ithaca to be held on September 28, 2020. GSA requires agencies to provide a signed MOA to assure that they will perform the contract the GSA negotiates on their behalf. The energy auction is on September 28, 2020.
