The NBAF, a new state-of-the-art biosafety level (BSL) 3 and 4 facility located in Manhattan, KS, will enable the U.S. to conduct comprehensive research, develop vaccines and veterinary countermeasures, and provide enhanced diagnostic and training capabilities to protect our country from numerous transboundary animal, emerging and zoonotic diseases to assist in protecting our food supply and the nation’s agriculture economy and public health.
In accordance with current legislation, DHS is responsible for completing the construction of NBAF. In the interim, DHS supports USDA-led operations planning to ensure required integration with ongoing construction/commissioning functions. As such, it has been determined that for completion and expeditious use of laboratory and associated rooms, it would be prudent and beneficial to both DHS S&T and USDA to have necessary equipment procured and installed by DHS S&T. Without the timely installation of the benchtop equipment, and larger laboratory equipment, unacceptable delays may occur across the ARS and APHIS Science Programs. One such delay may be that the failure to have installed benchtop and larger laboratory equipment to assess the viability of current research/vaccines and an inability to perform necessary diagnostics may delay the transition of scientific work being transferred from the Plum Island Animal Disease Center to NBAF.
