Objective:
The purpose of this MOU is to strengthen the collaborations between the participants in areas of mutual interest in agricultural research through cooperative research programs and exchanges. To this end, the Participants intend jointly to explore and coordinate research activities of mutual interest which are to be implemented by mutual understanding and in conformance with the regulations and policies of both participants.

Approach:
The participants may cooperate in any area of research of mutual interest, with some emphasis given to cooperation in: natural resources, water management and conservation; crop protection and biological control; plant production, breeding and genetic improvement; food quality and safety; animal production and genetic improvement; animal health and zoonotic diseases control; germplasm exchange and collections; biosecurity and biosafety; and exploring the virtual laboratory approach. ARC and ARS intend to encourage and facilitate direct contacts among appropriate institutions and specialists, including other partners of either or both organizations, and work toward long-term cooperation in agricultural research and development programs. Agricultural research and technical cooperation areas may be undertaken per mutual decision of the organizations. To facilitate the cooperative research effort(s) described herein, each organization intends to assign such members of its staff to specific projects as may be mutually determined, as well as aid in planning and developing projects of mutual interest.
