Provide scientifically-based watershed modeling and decision support tools to Department of Defense (DoD) installation managers that is broadly applicable, easy to use, and with results that are easily interpreted to address installation watershed management concerns of water supply, water quality, rehabilitation of impacted areas, and planning, as appropriate, for future installation growth and mission expansion. Essential elements of watershed protection include identification of areas prone to erosion, degraded areas most amenable to mitigation, and areas providing water for military personnel and for threatened, endangered, and at-risk species. The project’s specific technical objective is to refine and demonstrate the widely used Automated Geospatial Watershed Assessment (AGWA) tool coupled with the Facilitator Decision Support Tool (DST) for scientifically-based watershed assessments on several DoD installations to aid installation managers in sustaining their mission and meeting stewardship requirements in support of testing and training.
The approach is described in the following tasks. Demonstrations will be conducted on the following installations: Pinon Canyon Maneuver Site, Fort Carson, and Fort Bliss. Task 1: Identify watershed management and regulatory requirements. Task 2: Conduct an initial AGWA/DST computer training session to familiarize installation managers and staff with the tools. Conduct a “User Needs Assessment” to determine how the tools can be tailored to best meet the needs of installation managers. Determine the best way to deliver the modeling technology in light of security, data sources, and user capabilities. Task 3: Characterize Demonstration Sites. Task 4: Incorporate look-up tables relating military activities to changes in vegetation and cover conditions and incorporate the functionality desired by base mangers. Task 5: Couple AGWA and the Facilitator DST. Task 6: Define and construct alternative management scenarios. Task 7: Conduct a second round of AGWA-Facilitator training, demonstrating new features and obtaining feedback on the usability of the tools and effectiveness of the trainings (via surveys and discussions). Task 8: Technology transfer including on-going communication with installation managers, interim meetings, and training workshops. In addition, actively review tool and model documentation with users to ensure it meets their needs. This phase of the project is for completion of final reports and possible additional trainings at Fort Bliss and Fort Carson.
