There are two purposes to this agreement: 1) Continue development of RHEM for use by NRCS, CEAP and NRI, creating risk-potential output criteria in the RHEM model that is appropriate to U. S. rangeland conditions. Utilize data summaries from FY13/14 RHEM validation runs in AZ, NM and UT to accomplish this; 2) Create an ArcGIS toolbar that will estimate woody vegetation canopy cover from LandSat imagery based on the remote-sensing protocol for woody vegetation estimation.

1. Software update to output risk ratings. Led by ARS with input from NRCS and others. 2. With assistance from NRCS-provided consultant, utlize additional RHEM validation and data summaries conducted on ecological sites in AZ, NM and UT to add risk-potential output ratings to RHEM. 3. Work with researchers at ARS-Temple, TX and Texas A&M University to incorporate final RHEM code and parameterization, including risk-potential ratings, into APEX and other models if identified. 4. Begin development of an ArcGIS toolbar to estimate woody plant canopy cover values from LandSat imagery.
