The objective of this cooperative agreement is to promote scientific and academic cooperation between the USDA, Agricultural Research Service's research unit based at the Jornada Experimental Range (ARS) and the African Technology Policy Studies Network (ATPS), based in Nairobi, Kenya. Cooperation activities include the exchange of visiting scientists and graduate students associated with both institutions and the promotion of joint cooperative research and development projects regarding land management and the development of knowledge and information systems to support land management.

Collaborative academic activities including seminars, workshops, scientific meetings, and training activities will be planned according to mutual interests and requirements. Research and development activities concern primarily the design, piloting and implementation of a global Land-Potential Knowledge System in the United States and Africa. Research activities will be focused primarily on increasing the understanding of how to more efficiently and effectively generate and share knowledge and information about land potential to sustainably support increased agricultural production and other ecosystem services. Both institutions will facilitate the exchange of researchers to participate in and support the coordination of academic and research activities in the United States and Africa.
