2012 Annual Report

1a. Objectives (from AD-416):
Continuation and improvement of the Parties’ existing cooperative research and education efforts and sets forth the agreed manner of operation and use of resources in future cooperative efforts.

1b. Approach (from AD-416):
1.1 The Parties intend this MOU to serve as an overall agreement under which the Parties will perform agricultural research and education (The totality of these collaborative efforts will be referred to in this MOU as “Cooperative Research”.) Specific Cooperative Agreements (SCA), Non-Funded Cooperative Agreements (NFCA), or Research Support Agreements (RSA) will provide additional terms and conditions needed to establish and govern any specific research project, line of research, educational program, or resource issues the Parties deem necessary. An SCA, NFCA, or RSA shall govern only the subject matter addressed by that SCA, NFCA, or RSA and will not alter the terms and conditions of this master agreement. All SCAs, NFCAs, or RSAs executed pursuant to the terms of this MOU will be binding only when in writing and signed by authorized representative(s) of the Party(s) so bound. 1.2 Each Party will expend its best efforts to coordinate facilities use, services, research efforts, and use of resources and equipment to create an effective and efficient Cooperative Research program. 1.3 UI and ARS will encourage and facilitate direct contact, and collaboration among their faculty members, scientists, departments, institutes and other research centers subject to the provisions of this MOU. Resource contributions may be authorized through SCA’s and RSA’s. 1.4 While performing Cooperative Research under this MOU, each Party individually shall cooperate with the other Party’s administration, faculty and staff and conduct themselves in accordance with UI’s and ARS’s policies and procedures, the terms and conditions of this MOU, and the terms and conditions of SCAs, NFCAs, or RSAs executed pursuant to this MOU.

3. Progress Report:
Relevance to Parent Project: This MOU supports the continuation of existing cooperative projects between all Idaho ARS locations and the University of Idaho and sets forth guidelines for future cooperative research and education efforts, including Reynolds creek Experimental Watershed. Synergistic research, educational efforts, and cooperative activities between the University of Idaho (UI) and ARS are currently active at numerous sites across Idaho including four ARS Units located in Aberdeen, Boise, Dubois, and Kimberly; three ARS worksites in Hagerman, Moscow, and Parma; and the UI campuses in Moscow and Boise. Numerous research support agreements, specific cooperative agreements, and non-funded cooperative agreements are currently in place documenting detailed collaborative use of facilities, educational activities, and research efforts between specific ARS units and the University. Many externally funded agreements are also in place documenting ARS and University collaborative efforts to obtain outside funding for research of mutual interest.
