Mission:
Provides technical advisory services to Agency managers and employees on matters relating to conduct; performance; ethics; labor relations; employeebenefits programs such as retirement, health, life, and thrift savings; equal employment opportunity; grievances; and Merit System Protection Board (MSPB) appeals; represents the Agency before third party adjudictory entities; works with management to help foster positive employer/employee relationships; develops and implements Agency policies to implement regulatory and legal requirements under which employee and labor relations programs must operate. Administers an Agencywide ethics program which includes training of designated ethics officials and provides technical support to Agency ethics officials on issues such as conflict of interest and financial disclosure.
