Interpretive Summary:

Technical Abstract: Collaborators in the United States have been working on various aspects of evaluating possible effects of transgenic crops on non-target organisms. These efforts include developing a comprehensive approach for evaluating effects of Bacillus thuringiensis (Bt)-corn pollen on monarch butterflies and developing guidelines for monitoring transgenic crops in the field. This report focuses on efforts to standardize Tier I and Tier II laboratory tests to assess non-target effects of genetically engineered (GE) plants. An overview of U.S. Environmental Protection Agency testing guidelines is provided, and suggestions are offered for ways to standardize these tests. A core group of harmonized tests to assess non-target effects of GE plants would foster communication among scientists and regulators and ultimately would contribute to science-based decisions related to the regulation of GE crops.
