Interpretive Summary: Using available technical information to develop an action program to sequester C in soil and terrestrial ecosystems requires a holistic approach, one that brings the scientific community together with policy makers, farmers, and land managers and that works from the bottom-up, as a grass roots movement. Farmers and land managers must work with researchers and policy makers to identify strategies that can lead to widespread adoption of management practices that enhance productivity and increase the size of the soil carbon pool.

Technical Abstract: This is the introductory book chapter with the objectives of: Assessing historic C loss from world, regional, and U.S. soils; evaluating the potential of adopting RMP's on C sequestration in principal ecoregions and major soils; determining the economic cost of the unit quantity of SOC in terms of productivity and environmental regulatory capacity; identifying policy issues that enhance C sequestration in soils; identifying criteria/ indicators of farmer's adoption of C sequestration practices; and developing policies to implement RMPs.
