The proposed approach hinges largely on face-to-face interactions with users through Applications Workshops, Tutorials, Focus Sessions and Town Halls in international venues, and by leveraging SMAP affiliates – Science Definition Team (and new Science Team) members, the SMAP Cal/Val Working Group and the SMAP AppWG – to liaison with the international applications community and identify decision makers. Specifically, the PI proposes to initiate SMAP Focus Sessions with the ESA/CEOS TIGER Initiative entitled “looking for water in Africa” and with the UN Convention to Combat Desertification (UNCCD) which carries a specific mandate focused on Africa, the UN Framework Convention on Climate Change (UNFCCC) which lists soil moisture as an Essential Climate Variable (ECV) and supports work in Africa, and the UN Food and Agriculture Organization (FAO) which reported a food and nutrition crisis in the Sahel and was identified by SMAP as a “key, mature” user group. The PI proposes a SMAP/FLEX Tutorial to coordinate mission applications and Cal/Val early in the development of the FLEX mission.
