Objective:
Under this agreement, ARS will collaborate with USDA’s Foreign Agricultural Service (FAS) and the Department of Defense – Defense Threat Reduction Agency (DTRA) to provide general research mentoring and support to in-country partners towards establishing a research portfolio in Kenya, South Africa, Tanzania, Uganda and Georgia. ARS will provide research proposal development mentoring and support to in-country partners in Kazakhstan towards establishing a research project on avian influenza virus proficiency panels, and host a Ukrainian scientist for a four month scientific visit at the Knipling-Bushland U.S. Livestock Insect Research Laboratory in Kerrville, TX.

Approach:
The Office of International Research Programs (OIRP) of ARS, in coordination with FAS and DTRA will provide program management and administrative approval and oversight to ensure that all collaborations are consistent with ARS objectives and U.S. foreign policy. OIRP will work with additional relevant partners to engage scientific experts in agricultural research, development, monitoring and surveillance. The priority countries for collaboration between USDA and DTRA under this agreement include Kenya, South Africa, Tanzania, Uganda, Georgia, Kazakhstan and Ukraine.
