Objective:
The University of Maryland (Cooperator) and Agricultural Research Service (ARS) desire to enter into this agreement for the purpose of supporting research to be carried out at ARS and Cooperator facilities. ARS desires the Cooperator to provide goods and services necessary to carry out research of mutual interest within the Beltsville Agricultural Research Center, Beltsville, Maryland. Cover crops species and method of establishment will influence the extent to which agroecoysstem services are provisioned. This agreement will help characterize cover crop performance across a range of establishment methods and species. Particularly emphasis will be on greenhouse gas emissions.

Approach:
A range of cover crop species will be established using aerial seeding, interseeding, and post-harvest drilling techniques. Cover crop effects on greenhouse gas emissions will be monitored while living; cover crop biomass and nitrogen content will be monitored at termination. The Location is engaged in research including University of Maryland. Under the authority of 7 USC 3319a, ARS desires to acquire goods and personnel services from the Cooperator to further agricultural research supporting the independent interests of both parties. This Agreement serves as an order for services to be funded on an annual basis.
