Objective:
Under this agreement, ARS will collaborate with USDA's Foreign Agricultural Service (FAS) and the Department of Defense - Defense Threat Reduction Agency (DTRA) to provide Kazakhstan and Ukraine avian influenza virus proficiency panels to promote improved diagnostic testing capabilities with these countries.

Approach:
DTRA and USDA propose development of a three year plan to introduce proficiency testing for AIV diagnostics into participating institutes through the DTRA BTRP/CBEP TADR program in Kazakhstan and Ukraine. The incorporation of qPCR proficiency test panels from USDA into KZ laboratory operations will not only provide information on the ability of the laboratories to produce accurate results, but will also highlight the importance of quality in all aspects of laboratory operations. This emphasis will reinforce the information provided through current CBR projects, TADR exercises, and planning for the establishment of a Central Reference Laboratory (CRL) in Almaty, regarding the importance of incorporating a quality program. The test plan will provide a real “hands-on” example on the structure, design, implementation, and monitoring of Competency and Proficiency Testing Standards for AIV, and eventually with scale up to include other relevant pathogens, i.e. Newcastle Disease Virus.
