2011 Annual Report

1a.Objectives (from AD-416)
The objective of this agreement is to complete an evaluation of existing capacity and expand FMD research capacity including virus strain genetic characterization, vaccine quality control and real-time FMD epidemiological data analysis within Pakistan.

1b.Approach (from AD-416)
Successful control of FMD depends on an integrated control program that includes:.
1)adequate surveillance, reporting, and laboratory capacity to detect and confirm cases,.
2)adequate and effective vaccines matching the field strains circulating in the region and adequate vaccine quality control monitoring and,.
3)epidemiological information based vaccination strategies targeting the highest risk areas to decrease spread.

The development of tools that fit the needs and purposes of the control program in Pakistan require a local structure for data analysis, strategic planning and research capacity, ideally in partnerships between Pakistan and the US. Therefore, data gathering and analysis and research capacities are fundamental components of a successful FMD control strategy. This project will allow engagement of experts in the US (At UC-Davis and Plum Island) with Pakistani scientists to develop the necessary tools and monitoring systems in support of the progressive control and future eradication of FMD in Pakistan.

The project will have two major components:.
1)the use of the UC-Davis FMD Bioportal system to FMD BioPortal, providing real time data and epidemiological information to ARS, PIADC, APHIS, FAO and local authorities to aid in the progressive FMD control program in Pakistan,.
2)the determination of genomic virus sequences, antigenic vaccine matching and epidemiological data of FMD strains circulating in strategic regions of Pakistan. Combining the knowledge of epidemiology with the genetic sequence and antigenic profile of FMD viral strains is a fundamental component for the progressive FMD control and eradication program in Pakistan.

To facilitate this project, funds will be transferred to UC Davis and to the US Department of Energy. UC-Davis personnel will perform training of Pakistani personnel in bio-portal administration and data analysis, and provide epidemiological support to this project . The US Department of Energy and ARS, PIADC have an inter-agency agreement which supports the Plum Island Research Participation Program managed by the Oak Ridge Institute of Science and Education (ORISE). PIADC scientists and ORISE fellows will work at the PIADC laboratories characterizing viral strains collected in Pakistan and will also travel to Pakistan to provide laboratory training, technical support and expertise to conduct field studies in collaboration with Pakistan’s collaborating institutions including the Animal Sciences Institute and National Agriculture Research Center, with whom we currently have a USDA-OIRP funded research project aimed at "Characterization of FMDV Strains And Development of Vector Vaccines"; and National Veterinary Laboratories with whom we intend to collaborate in epidemiology, diagnostics and vaccine antigenic matching testing under this project.

3.Progress Report

1. The establishment of a specific cooperative agreement with UC Davis to facilitate epidemiological research efforts and to add data to the FMD Biopotal system, 2. The establishment of an interagency agreement with the Department of Energy to engage the Oak Ridge Institute of Science and Education facilitate research participation fellows who were uniquely qualified to conduct genomic analysis, 3. FMDV isolates and epithelial samples were sent to ARS, PIADC by collaborating scientists at the National Agriculture Research Centre in Islamabad, Pakistan. These samples are currently being analyzed to obtain epidemiological data. In addition, strain characterization is being conducted for vaccine matching studies. This work will continue in FY 2012 and, 4. Site visit to Islamabad is planned for September 9 – 25, 2011. ARS, PIADC and UC Davis staff will meet with officials from FAO, FAS, APHIS in charge of the implementation of the FMDV control program and hold meetings to coordinate activities with collaborators from NARC and National Veterinary Labs. In addition, ARS, UC-Davis and ORISE personnel will carry our two training workshops; one in epidemiology tools to study FMD and another on laboratory techniques for tissue culture and diagnosis of FMDV for NARC and NVL staff.
