2012 Annual Report


1a.Objectives (from AD-416):
The purpose of this agreement is to strengthen the collaborations between the ARS and the International Centre of Insect Physiology and Ecology - ICIPE, in insect and arthropod research that helps ensure food security and better health for humankind and its livestock, protect the environment; and conserve and make better use of natural resources through cooperative research programs and exchanges.


1b.Approach (from AD-416):
ARS and ICIPE intend jointly to explore and coordinate research activities of mutual interest, which should be implemented by mutual understanding, and in conformance with the regulations and policies of both institutions. The Participants intend to encourage and facilitate direct contacts among appropriate institutions and specialists and work toward long-term cooperation in agricultural research and development programs. Agricultural research may be undertaken per mutual decision of the Participants in the field of Integrated Pest and Vector Management with special emphasis on the following:

(a) Contribution to improved sustainable food security and environmental health through the development of integrated pest management (IPM) in the field and horticultural crops and storage pests, and crop pests of economic importance to Africa.

(b) Increasing livestock productivity through development of integrated strategies and tools for livestock vector control, thus leading to greater availability of meat and milk, hides and draft power. Collaboration will extend to vectors with zoonotic potential responsible for trans-boundary animal diseases and affecting trade.

(c) Contribution to the reduction of malaria and other vector-borne diseases by developing tools and strategies that control the vectors and break the cycle of transmission, and which can be integrated with disease management efforts.

(d) Conservation and sustainable utilization of the agricultural production base and important natural ecosystems by encouraging and utilizing arthropod diversity; cataloguing and sharing biodiversity data and discovering endemic wealth by bio-prospecting for useful natural products.

(e) Developing multidisciplinary surveillance, research and response system to enhance the prediction and prevention of emerging infectious diseases, particularly arthropod-transmitted arboviruses.

(f) Developing appropriate mitigation strategies for the potential effects of climate change on agricultural pests, disease vectors, and commercial insects like honeybees and other pollinators, and silk moths, and preservation of biodiversity.


3.Progress Report:

ARS conducted several collaborations with ICIPE throughout FY 11 and into FY12: (1) A long-term insect sampling program in Kenya with icipe and the ARS-BARC-Systematic Entomology Lab, to conduct sampling in various habitats throughout Kenya to obtain parasitic wasp specimens for research; (2) the ARS-BARC-Insect Behavior and Biocontrol Lab is collaborating with icipe on identification of African green lacewings; (3) ARS-Beltsville and icipe continue to cooperate finding new natural enemies of the coffee berry borer, has resulted in the identification of a previously unreported parasitoid species and a thrips attacking the coffee berry borer in Kenya ( project number 1275-22000-270-07); (4) ARS-Tucson, AZ is collaborating with icipe, IITA and scientists in several African countries on determining the most important etiologic agents of aflatoxin contamination on corn in the U.S. and Africa; (5) ARS is working with icipe on the chemically mediated communication biology of invasive species of arthropod pests of honeybees to elucidate through behavioral and chemical analysis and the chemicals responsible for attraction or repellence will be used to develop control programs.
