2011 Annual Report


1a.Objectives (from AD-416)
The objective of this Annex is to establish the Center for Food Safety and Quality, co-located at the Nanjing Agricultural University, Nanjing, People’s Republic of China and the USDA Agricultural Research Service (ARS) U.S. Meat Animal Research Center, Nebraska, United States. Each center will conduct research, develop scientific tools and technology, and introduce improved methods for agricultural products processing in combination with other human pursuits that socially and economically maintain livelihoods and protect the environment through information exchange, education and proactive extension services. This Annex is subject to the terms and conditions of the S & T Agreement and the Protocol. In the event of any conflict between the terms and conditions of the S & T Agreement or the Protocol and this Annex, the S & T Agreement and the Protocol shall govern.


1b.Approach (from AD-416)
Cooperation under this Annex may include, but is not limited to, the following topic areas:

(1) Food-borne pathogens: such as E. coli 0157:H7, Salmonella, Listerai etc. (2) Microbiological prediction and control technology: the establishment of microbiological prediction models and their application in food processing; (3) Information services and technology transfer: Assemble, manage, and publish data and information resources for research, education, and public service.

To generate broad interest and increased activities, the Participants will, upon mutual consent, involve other interested government agencies and the scientific and business communities of both countries in cooperative programs, trade capacity-building activities, and scientific cooperation and exchanges in implementation of this Annex.


3.Progress Report

The annual Joint Working Group met in Yangling China on Feb 21-23, 2011 to review progress in this activity. Dr. Paula J. Fedorka-Cray was the primary speaker at the Sino-US Workshop for Antimicrobial Resistance Detection in Bacteria Animal Origin and Risk Assessment of Veterinary Drugs, in Beijing, China in July 2010. The workshop was hosted by Dr. Ning Yabao, Director of the Department of Inspection Technology Research Center at the Veterinary Drug Evaluation of the China Institute of Veterinary Drug Control. Dr. Fedorka-Cray met with Dr. Ning’s students and staff, provided lectures, and discussed collaborations in antimicrobial resistance with over 70 scientists from different provinces throughout China. The Egg Safety and Quality Research Unit approached by Dr. Hong Yang and Dr. Meihu Ma of the Huazhong Agricultural University about a potential establishment of a collaborative research effort on egg processing technology. Dr. Narayan Rath, from the ARS Poultry Production and Product Research Unit, hosted a six month visit of Dr. Zhenlei Zhou from the Dept. of Veterinary Medicine at Nanjing Agricultural University to study the food safety aspects of metabolic diseases in poultry. Dr. Weilin Shelver, from the ARS Red River Valley Agricultural Research Center, collaborated with Dr. Ting Xu and Dr. Ji Li of the China Agricultural University in Beijing, China, and other scientists at the University of Hawaii, Abraxis LLC, and Encore, Inc., to evaluate the use of a magnetic particle enzyme immunoassay to measure polybrominated diphenyl ethers in food. In addition, Dr. Tommy Wheeler from the US Meat Animal Research Center visited Dr. Zhou Guanghong of the Nanjing Agricultural University in Nanjing, China, in 2010 to give guest lectures and discuss collaboration with USMARC.
