Customer Service Plan
Introduction
The Property Section of the Northern Plains Area Office is committed to providing to our customers quality operational as well as technical support and guidance in the areas of real and personal property. This document addresses the type of services provided, the means of delivering the services, and a method of measuring the quality and effectiveness of these services.
Work Unit Description
The Area Property Office consists of a Realty Specialist, a Property Management Technician (PMT), and two Administrative Support Assistants. We provide operational support in real property to the entire Northern Plains Area. In the area of personal property, we provide operational support to the Fort Collins Research Units and technical support and guidance to the entire Northern Plains Area.

Work Services
Personal Property:
- Tort Claims
- Monitor and provide assistance and procedural support in the area of personal property, including:
- Inventories
- Acquisition/Suspense Reports
- Transfer of Property
- Excess/Disposal
- Sales/Exchange Program
- Management of Fleet of Government Owned Vehicles (GOV)
- Acquisition
- Disposal
- Documentation (license plates, documentation)
- Voyager Fleet Credit Cards

Real Property:
- Leases Agreements – Land and Space
- Short Term - year to year leases with net annual rentals up to $50,000 and 10 year firm-term space leases with net annual rentals of $50,000 or less
- Long Term – typically 25 to 50 years. A long term lease is needed to construct a building on leased land
- Real Property Acquisition and Disposal
- Operational assistance in the area of real property, including, but not limited to:
- Easements
- Revocable Permits
- CPAIS Real Property Inventory Management
- Quarters Program (Government Housing)
- Section 106/Historic Preservation
- Facilities Management for NRRC, Building D
Customer Service Philosophy
- Treat all customers with courtesy and respect.
- Maintain effective working relationships with NPA Locations, Headquarters, and other customers (internal and external)
- Complete actions in an accurate, timely manner, keeping our customer informed of actions being taken.
- Perform duties of safeguarding Government property and assuring compliance with Federal Regulations, and Department/Agency Policies and Procedures.
- Participate in monthly HQ – Area teleconferences.
- Facilitate quarterly Procurement/Property Teleconference with LAOs.
Organization Performance Standards
- Credit Cards - Orders for credit cards will be placed within two days of the request, requests for cancellation of cards will be processed on the day of request.
- Vehicle Orders - Orders for new vehicles will be placed within two days of receiving a completed AD-700.
- Calls - Voice mail messages from our customers will be returned within one working day.
- PROP Entries - All entries will be made in the PROP system within one week of receiving completed information.
- Short Term Land Leases - A completed lease for short term land leases will be mailed to the Lessor for signature within one week of receiving all necessary information.
- Easements and Revocable Permits - Easements and Revocable Permits with no charges will be mailed to the grantee/permittee within one week of receiving all necessary information.
- It is the goal of the Area Property Office to prioritize and accomplish ALL property duties in an accurate and timely manner.
- We strive to provide excellent service in as short a time as possible.
Partnership Relationship
Property accomplishments are achieved via a partnership with the Real Property Branch of the Facilities Division, the Personal Property Group of the Procurement and Property Division, General Services Administration, the Departmental Excess Personal Property Coordinator, other Federal Agencies, Local and State Governments, Commercial Entities, Universities within NPA, Private Lessors, and Employees of NPA.
Periodic Review and Assessment
Feedback on program implementation will be solicited from our customers periodically to provide for our continuous improvement in the quality and efficiency of our services. Customer suggestions are always welcome. Comments or questions can be directed to:
